Q. How much are the federal and provincial governments investing under Intake One?

A. In February, the governments of Canada and Ontario announced a total joint investment of over $685 million in 290 communities with populations of fewer than 100,000 residents. Together with contributions from funded applicants, the total investment in local infrastructure projects will exceed $1 billion under the first intake of the Building Canada Fund Communities Component.

Q. How many applications were submitted under Intake One?

A. Ontario municipalities submitted over 300 applications with total project costs of more than $1.5 billion.

Q. How were projects selected for funding?

A. Applications were assessed by the Joint Secretariat — comprised of officials from Industry Canada and the Ontario Ministry of Agriculture, Food and Rural Affairs.

All the projects were reviewed using the application, technical schedules and business case. In light of the economic challenges facing Ontario, consideration was given to “shovel-ready” projects to help stimulate local economies and create jobs. ‘Shovel readiness’ was assessed based on the anticipated construction start dates of projects, with priority given to projects starting in 2009 and early 2010.

Q. My project has been funded, what are the next steps?

A. The BCF-CC Joint Secretariat will develop a Contribution Agreement with you (the recipient) to provide a mechanism to flow funds. Eligible costs are paid by the recipient and submitted to the Joint Secretariat for reimbursement, up to the maximum eligible costs as outlined in the Contribution Agreement.

In cases requiring an environmental assessment, an analyst from the Joint Secretariat will be in touch to discuss this requirement with you.

Q. If many good projects were submitted, why didn’t Canada and Ontario approve all that were eligible?

A. The governments of Canada and Ontario committed to accelerating infrastructure funding – to get shovels in the ground and to get money flowing faster and more efficiently.

More than triple the amount of funding originally announced was committed under the first intake, with more than 290 projects starting construction shortly –nearly 85 per cent of projects submitted under Intake One.

In light of the economic challenges facing Ontario, consideration was given to “shovel- ready” projects to help stimulate local economies and create jobs.

Many projects that were not approved were starting construction at a later date and would therefore be able to submit an application under any future intake.

Q. The application material indicated that 17 categories were eligible for funding. Projects were not announced in all categories. Why not?

A. Projects were received in 14 of the 17 categories.

Q. My project did not receive funding, how can I find out why?

A. Applicants should direct funding questions to the BCF-CC Joint Secretariat at
